Can a car that is registered in California get a SMOG inspection from another state?

I just received my Registration Renewal and it requires a SMOG inspection. Does the SMOG inspection have to be performed in California? Or, can it be performed in any state? The car is currently being used by my daughter who goes to school in another state.
