Would it be possible to disprove reincarnation if one could conduct a population census of the entire universe?

Ok so we can't do it yet, but maybe if we could then, well, would it be possible?Basically, all currently existent organisms have souls that have been reincarnated.So that means that the total population of living organisms in the universe should be stable and exact, uming that the theory doesn't allow for new souls to be created(let's just ume that, shall we?I'm not sure if it's true.Tell me, though, if it is). Actually, the population should be slowly decreasing as occasionally some higher order being gets free of the cycle and achieves Moksha.So, if we could conduct a universal census on all "reincarnationable" lifeforms, then if the findings are that the population is increasing over time, then does that disprove reincarnation?Answer seriously, intelligently and logically please.
