I need advice!!! 7 month old that i cant get to go to sleep?

I have tried everything. Ride in th car, he wakes up as soon as i take him out, lullaby music without any words, rockin, cuddling, everything. He is on a schedule but he doesnt take but a 30 minute nap day and doesnt want to go to bed. He pulls up and fusses until I pick him up. Im not comfortable with letting him jus cry it out. Does any one have some advice for me or is this just a phase babies go through. I have to be up at 5 in th morning for work and he doesnt go to sleep til 12 and will wake up at least once. Hes been to the doctor so I know he doesnt have an ear infection or sick..
