What cl of rapids can beginners safely handle in an inflatable boat?

He is being stupid. You are absolutely correct. Cl IV is for advanced kayakers in plastic boats that are properly outfitted. A cl II rapid has some rocks or other diversions to avoid but it can easily be swam if need be. Cl IV is very swift with a lot of obstacles and it can be very dangerous swim.
